2015 Development Policy Financing Retrospective

The World Bank has released the 2015 Development Policy Financing (DPF) Retrospective. DPF is a lending instrument that provides general budget support to countries for policy and institutional reforms that help them achieve development results. Every three years, the World Bank distills lessons from DPF Retrospectives as part of an ongoing effort to learn from implementation. This is the fourth Retrospective since the operational policy was introduced in August 2004. The World Bank conducted global multi-stakeholder consultations to receive feedback on the Retrospective.

About the Retrospective

This Retrospective is an exercise that reviews all development policy financing operations approved during a three year period to identify lessons learned. The objective of the 2015 Development Policy Financing Retrospective is to take stock of, and distill lessons from, the Bank’s experience using development policy financing in the last three years. The Retrospective presents long-term trends of development policy financing, covering the first 10 years of the instrument.

One of the key issues reviewed in the 2015 Retrospective is the social and environmental effects of Development Policy Financing supported policies (prior actions). The methodology was reviewed by a group of independent, external experts from think tanks and academic institutions.

Consultations

The consultations on the World Bank’s 2015 Development Policy Financing Retrospective have concluded. The consultation process began in December 2014 with a notification period and opportunity to comment on a concept note. From May through July 2015, feedback was collected on the preliminary findings of the Retrospective through worldwide face-to-face field based consultation meetings, videoconference-based meetings, a global live chat held in Washington, and through an online survey.
