Uzbekistan Systematic Country Diagnostic

Consultation

This online consultation seeks broad feedback and comments from all interested parties, locally and internationally, on the initial findings of the Systematic Country Diagnostic for Uzbekistan. The World Bank Group expects to receive views from civil society organizations, academic community, think tanks, individual experts and other stakeholders to finalize the document and make it a relevant diagnostic for the country, as well as to use these views as an instrument to measure progress in achieving poverty reduction and development goals.

The World Bank Group has developed a new approach to country engagement that makes its country-driven model more systematic, evidence-based, selective and focused on the goals of ending extreme poverty and increasing shared prosperity in a sustainable manner. This approach is centered on the Country Partnership Framework (CPF), which replaces the Country Partnership Strategies and is being phased in as those strategies run their course. CPFs are underpinned by evidence-based analysis that will help WBG programs selectively address areas that have the most impact in supporting countries achieve the twin goals. The new approach seeks to increases the development effectiveness of the WBG by improving the results focus and more closely integrating the efforts of all WBG institutions to help countries achieve significant developmental impact.

The World Bank Group in Uzbekistan is in the process of preparing the Country Partnership Framework (CPF) for 2016-2020, which will outline the World Bank Group’s medium term engagement strategy in Uzbekistan. It is based on the Systematic Country Diagnostic (SCD) for Uzbekistan.

The Systematic Country Diagnostic (SCD) presents a timely and empirical assessment of the constraints a country has to address and the opportunities it can embrace to accelerate progress toward the goals of ending extreme poverty and promoting shared prosperity in ways that are environmentally, socially and fiscally sustainable. The SCD draws upon all available information and, where necessary, involves new analysis. It reflects the findings of recently conducted WBG analytical work and also draws upon work from external sources such as other donors and partners, local researchers and the government. The SCD analysis is not restricted to the areas or sectors where the WBG is currently active but focuses on the critical challenges to achieving the twin goals. By not limiting the scope of the analysis, the SCD is expected to stimulate an open and forward-looking dialogue between the WBG and the country with a focus on what is important for the country’s development agenda rather than the scope of the existing WBG portfolio.

The SCD for Uzbekistan is focused on the challenges to maintaining high GDP growth, jobs creation, improving economic well-being, and sustaining economic, environmental and social outcomes.

The online consultation period is open from Monday August 3, 2015, to Friday August 28, 2015.
