Ongoing dialogue or “consultations” between the World Bank Group (WBG) and stakeholders – government, civil society, media, academia, and the private sector – is a critical aspect of the WBG’s work. Tapping into a broad range of perspectives, exchanging views, and capturing feedback strengthens the outcomes and accountability of the Bank Group’s engagement and helps build enduring partnerships. It is through this dialogue that the Bank Group can help implement more effective solutions to local, regional and global development challenges.

This website is a platform for the WBG to consult online with interested and impacted parties on selected areas of our work, such as new policies or changes to regulations, Country Partnership Strategies, global thematic studies and programs. The World Bank Group is currently in consultations with key stakeholders to prepare the 2015-2020 Country Partnership Framework (CPF) for Azerbaijan. The CPF sets out the Group's support to the country in its efforts to achieve sustainable, inclusive and private sector-led growth in the years ahead.

Azərbaycan Ölkə Tərəfdaşlıq Çərçivəsi 2015 - 2020

Azerbaijan's strategic goals are laid out in its development strategy – Azerbaijan 2020: Vision for the Future (“Vision 2020”) and other strategic documents that aim at reducing Azerbaijan’s dependence on oil and gas revenues and strengthening its resilience to external shocks through investments in diversified human capital, physical infrastructure and stronger institutions. The CPF builds upon the long term strategic priorities of the country and short- to medium-term needs in the face of regional and global challenges.

The CPF derives from the World Bank Group's Systematic Country Diagnostic (SCD) for Azerbaijan and aligns its objectives with challenges and priorities that the SCD identifies. Following the findings and recommendations of the SCD, the CPF program will selectively address a set of binding constraints defined by the SCD in the areas of governance, human capital and connectivity, in order to support the country in sustaining the progress made by Azerbaijan in eliminating extreme poverty and boosting shared prosperity.

The consultations process started in January, 2015 with strategic discussion of development priorities and development challenges of the country with the Government and Central Bank of Azerbaijan. It was followed by consultation with private sector representatives to better fine-tune the strategic focus of the CPF. On April 10, 2015 consultations were held with civil society, students and academia. On April 14, 2015, the Government provided its consolidated comments on the draft CPF document.

Online Consultation

The objective of this online consultation, which will last until July 10, 2015, is to seek broader feedback and comments from all interested parties, locally and internationally, on the presentation of the CPF. We expect to hear views from various groups and individuals to finalize the document and make it more relevant for the country, as well as to use these views as an instrument to measure progress in achieving our objectives in the country. Please send your comments, questions or suggestions to zrzayev@worldbank.org by July 10, 2015.
