Consultations for the Nigeria Country Partnership Framework 2020-2025

As Nigeria looks to lift 100 million people out of poverty in the next 10 years, the World Bank Group (WBG) and the Government of Nigeria are preparing a new Country Partnership Framework (CPF) which will outline the WBG’s support to the country’s development priorities through 2025.

With input from a wide range of stakeholders, the WBG prepared a  Systematic Country Diagnostic report (SCD) which analyzes the binding constraints of Nigeria’s journey towards achieving full economic growth.

From now through April 2020, we are expanding our reach to include feedback and views from all Nigerian citizens, as well as civil society organizations, development partners, the academic community and the private sector on the planned CPF for Nigeria.

Overview

The recent SCD identified the following potential priority areas for the new CPF:

  • achieving macroeconomic and financial sector stability to support balanced growth and respond to shocks;
  • mobilizing domestic revenues to create space for investments in physical and human capital;
  • improve the quality of public spending;
  • developing an effective and inclusive education system that supports learning and workforce employability;
  • empowering girls and women to support human capital development, increase female labor force participation, and speed up the demographic transition;
  • improving the reliability and efficiency of power supply to crowd in private investment and reduce energy costs to Nigerian households;
  • reducing trade and transport costs to connect states and increase international competitiveness;
  • deepening the intermediation role of financial services to de-risk SME lending and promote financial inclusion;
  • improving the investment climate to unlock productive private capital;
  • investing in agriculture and food systems to raise incomes and build resilience;
  • leveraging digital technologies to improve access to markets, public service delivery, and reduce the costs of distance;
  • improve access to quality basic services and social protection systems to boost survival rates and alleviate poverty;
  • enhancing environmental management and resilience against natural hazards and climate change;
  • developing capable and accountable public institutions (open government initiatives, rule of law, anti-corruption);
  • implement coordinated policies and programs to address development constraints in the North-East; and
  • supporting agglomeration and service delivery for sustainable urbanization.

Guiding Questions

Here are some questions to consider in your feedback:

  • Are the CPF proposed areas of interventions appropriate? If not, what areas should we focus on?
  • How should the WBG support Nigeria’s Development Agenda?
  • In your opinion, what are the most important reforms that the government should put in place to achieve the objective of lifting 100 million people out of poverty?
