Consultations for World Bank Group Tajikistan Country Partnership Framework 2026–2031

The World Bank Group is preparing a new Country Partnership Framework (CPF) for Tajikistan for the next six years. The CPF is a strategic document that sets priority areas for World Bank Group support in a country and will guide the collaboration between the World Bank Group and the Government of Tajikistan through assisting Tajikistan in implementing policies aimed at reducing poverty and boosting living standards.

To guide the CPF, the World Bank Group is holding consultations with a variety of stakeholders, including government agencies, civil society, academia, think tanks, development partners, and the private sector. The objective of these consultations is to seek views on the key development challenges facing Tajikistan and the areas where the World Bank Group should concentrate its support, so that this support has the greatest possible impact in achieving long-lasting development outcomes, reducing poverty, and creating more and better jobs.

The new framework will focus on supporting Tajikistan’s transition from a remittance-based economy to one centered on job creation. It will be developed under a One World Bank Group approach, with fully integrated teams across the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA) collaborating to design and implement coordinated development solutions.

It is proposed to design a forward-looking CPF anchored around three strategic outcomes:

  1. Enhanced energy security (with a focus on supporting the Rogun Hydropower Plant)
  2. Increased job creation and private sector investment
  3. Strengthened long-term human capital

Support to digital and physical connectivity will be integrated within the jobs and private sector investment pillar.

The results achieved under the previous strategy are highlighted in the Completion and Learning Review (https://tajikistan360.worldbankgroup.org/)
