Online Consultations for the Vietnam Country Partnership Framework (CPF) FY23-27
The World Bank Group (WBG) and the Government of Vietnam are developing a new Country Partnership Framework (CPF), which will outline the WBG’s support for Vietnam’s development over the next five years (fiscal years 2023 through 2027). The CPF is aligned with the government’s Socio-Economic Development Strategy 2021-2030 and will support its goal of becoming a higher middle-income country by 2030 and high-income country by 2045. The CPF also aims to support the country’s commitment to achieving net zero carbon emissions by 2050. It is prepared considering the views of stakeholders, including the government, development partners, private sector, and non-government organizations.
The process of engagement with the stakeholders involved two rounds of face-to-face in country consultations, phase 1 between April – May 2022, phase 2 between March-April 2023, and a pulse survey. The next step in this process are online consultations, and we welcome your feedback.
Online Feedback

Vietnam CPF Consultations
A. Introductory meetings:
Introductory meetings were held with key government counterparts prior to concept note preparations in December 2021. Specifically, discussions were held with the State Bank of Vietnam, with the Ministry of Finance, and Ministry of Planning and Investments.
B. First round of in-country consultations:
The first round of face-to-face broad consultations were carried out in April 2022 with the following stakeholders:
