Consultations for the Myanmar Flood and Landslide Emergency Recovery Project - Environmental and Social Safeguards

The Ministry of Construction (MOC) and the Department of Rural Development (DRD) of the Ministry of Livestock, Fisheries, and Rural Development will be holding public consultations on the Myanmar Flood and Landslide Emergency Recovery Project from March to April 2016 with support from the World Bank.

The devastating floods and landslides from July to September 2015 caused significant economic hardship to the livelihoods of millions, disproportionally affecting the poor and vulnerable. It is estimated that the total economic value of the effects of the floods and landslides was approximately US$1.5 billion, equivalent to 3.1 percent of the GDP in 2014/2015.

The proposed Myanmar Flood and Landslide Emergency Recovery project, which is under preparation, will support the recovery in priority disaster-affected areas. The project will finance the climate-resilient rehabilitation of damaged national and rural roads and bridges in line with building-back better principles. Where appropriate, the works will use labor-intensive methods to support livelihoods and create jobs while simultaneously repairing the transport infrastructure and increasing access to basic services.

The Ministry of Construction (MOC) and Department of Rural Development (DRD), with assistance from the World Bank, have prepared a draft Environmental and Social Management Framework (ESMF) that will guide the application of the relevant World Bank safeguard policies to the project.

The ESMF was prepared to provide a framework for the project implantation to avoid or minimize environmental and social impacts and enhance the positive impacts. The draft ESMF is available in Myanmar and English.
