Every five years, the Government of the Lao PDR and the World Bank Group (WBG) design a lending and advisory program for the next five-year period, known as the Country Partnership Framework (CPF).

Consultation Plan for World Bank Group Lao PDR Country Partnership Framework 2023–2026
In line with WBG policy, the CPF, and the documents it is based on, are formulated through a consultation process with a wide range of stakeholders in country. These stakeholders include:
- Government agencies from across the country
- National Assembly
- Academia and think tanks
- Development partners
- Civil society
- Private sector
- Private citizens
The objective of these consultations is to seek views on the key development challenges facing Laos and the areas where the WBG should concentrate its support, so that this support has the greatest possible impact in promoting inclusion, reducing poverty, and sharing prosperity.
PROCESS
The CPF is underpinned by a Strategic Country Diagnostic, and during this cycle by a Country Economic Memorandum. A first round of consultation meetings was conducted with stakeholders from September 22-24, 2021 as follows:

CPF Meetings (Round 2)
Due to restrictions associated with the control of COVID-19, consultations will be held online. Three events are planned as follows:
- Government staff, National Assembly members and Secretariat, Academia / Think Tanks
Proposed date: December 9, 9-11:30 am - Development Partners, Citizens and Civil Society Organizations
Proposed date: December 10, 9.30-12:00 pm - Private sector
Proposed date: December 13, 9-11:30 am
These sessions will involve presentations by the WBG on the proposed content of the CPF (see an example draft here) and a discussion period where questions and opinions can be raised. Simultaneous Lao-English interpretation will be provided.
Background materials and a consultation survey questionnaire will be available on this webpage for the duration of the consultations and up until the end of 2021.

After the consultation meetings have concluded, a summary matrix of comments will be prepared noting feedback/input that has been incorporated into the draft CPF. In cases where feedback/input cannot be incorporated, an explanation will be provided. This summary matrix will be posted on the consultation website.
